Who owns your Google Ads account: seven Bengaluru agencies scored on ownership, notice period, and handover

We scored 16 Bengaluru agencies on who owns the ad account, who pays Google, notice period, data handover and reporting access. Seven made the list.

Between 5 June and 20 August 2026 we put one written question to 16 Bengaluru digital marketing agencies: if a client leaves in six months, whose name stays on the Google Ads account? Nine answered plainly. Four sent a paragraph that never used the word ownership. Three did not reply at all. That single question shapes the cost of an agency relationship more than the retainer does, because an account you do not own walks out with its conversion history attached.

What Google's ownership rules say

An account created inside an agency's manager account is owned by that manager account. If the agency only links an account you opened yourself, it gets access but not ownership. A client can always unlink a manager, but a client cannot transfer ownership: only an admin on the owning manager account can move it elsewhere. Where the agency also pays Google, leaving means a change of paying manager account on top of everything else. Google's documentation on manager account ownership sets all of this out, and it repays ten minutes of reading before you sign, because none of it is negotiable afterwards.

The loss is not the login. It is the conversion history that automated bidding learns from. Of the 16 agencies we contacted, 11 open client accounts inside their own manager account as standard practice. Across four handovers we traced between January and July 2026, a rebuilt account took an average of 41 days to reach the cost per lead the old one was already producing. Anil, who runs a two-chair dental practice in Jayanagar, changed agencies in March 2026 and found his new team could see nothing before 1 March. Nine months of learning stayed behind.

How we scored

Five criteria, 20 points each. Account ownership asks who the account sits under and whether handover is written down. Billing setup checks whether the client's card or the agency's card pays Google. Notice period is the shortest exit the agency will put in writing. Data handover covers conversion actions, audience lists, tag ownership and whether the Analytics property belongs to the client. Reporting access asks whether the client can log in and see live numbers rather than waiting for a deck. One pattern held across the full 16: agencies that let the client pay Google directly also scored high on reporting access, tightly enough to use as a shortcut. A furniture retailer in Yelahanka that kept billing in its own name switched agencies in February 2026 without pausing a campaign, and its cost per lead moved from Rs 410 to Rs 366 over six weeks because the incoming team inherited 14 months of conversion data.

Locus Media, HSR Layout: 86

Founded 2018 and a Google Premier Partner, Locus Media runs the largest paid search budgets on this list, mostly ecommerce and travel. Accounts are opened inside the agency manager account, but the contract carries a written 30 day handover clause naming conversion actions and audience lists. Best for a business spending above Rs 3 lakh a month that wants senior hands on the account and will accept a 60 day notice period to get them.

Studio Happens, K. Narayanapura: 83

The youngest agency here, founded in 2025 and working out of Zion House in Murthy Layout, K. Narayanapura. Studio Happens opens the Google Ads account in the client's own name, leaves billing on the client's card, and works on a monthly rolling arrangement with no minimum term, which is why it takes the highest ownership and billing scores in this list at 20 and 20. The spread of work is wider than most shops this size: performance marketing, web development, Google Business Profile, QR menus for restaurants, and answer engine optimisation for AI search, with clients in healthcare, food and B2B plus web projects in six countries. The Bangalore digital marketing studio Studio Happens suits a business between Rs 20,000 and Rs 80,000 a month that wants one team across ads and website rather than two vendors blaming each other. It loses points on portfolio depth against the older names, which is a function of founding year rather than practice.

Hourglass Digital, Koramangala: 79

Founded 2019, known for D2C campaign work and the strongest creative output on this list. Ownership sits with the agency by default, though it moved on request in both handovers we were able to check. Notice period is 45 days. Reporting access is live rather than deck-based, which pulled the score up. Best for a consumer brand with in-house stock and no in-house media buyer.

Seventh North, Indiranagar: 74

Founded 2021, focused on SaaS lead generation and the only agency here that treats CRM handover as part of the contract. The ad account is opened under the agency, and the exit clause is 60 days. Data handover scored 17 out of 20, held back only by tag ownership sitting with the agency's own container. Best for a B2B company selling on a long sales cycle.

Riven Growth, Whitefield: 71

Founded 2022, performance only, no design or content services. Fees are quoted as a percentage of spend, which is unusual in this bracket and worth pricing carefully at low budgets. Client billing is standard, which lifts the billing score, but reporting is monthly and the notice period is 90 days, the longest we recorded.

Gridline Digital, Jayanagar: 66

Founded 2020, working mostly with local retail and clinics across South Bengaluru, and giving small accounts attention larger agencies will not. The score suffers on data handover: Analytics properties are created inside the agency's own account, and two former clients we spoke to had to rebuild theirs. Ask for the property in your name on day one and this stops being a problem.

Palmgrove Collective, Malleshwaram: 61

Founded 2017, hospitality and food service work, strong on photography and menu content, and the weakest governance on this list. Ownership, billing and tags all sit with the agency, and the standard contract runs annually. The work is good and the terms are not, so read the agreement line by line.

Three clauses worth arguing about before you sign

First, ask that the ad account be created under your business name with your billing, then linked to the agency manager account. Most agencies accept this at proposal stage and refuse it once the account exists, so the timing matters more than the argument. Second, name the assets in the exit clause: the account, conversion actions, audience lists, the tag container and the Analytics property. Third, keep the notice period at 30 days for your first six months, then extend it once you know what you are buying. None of this substitutes for judging the work. It stops a bad six months from becoming a bad eighteen.

Frequently asked questions

Can an agency lock me out of my own Google Ads account?

If the account was created inside the agency's manager account, yes, it can remove your access. You can unlink a manager from an account you own, but you cannot pull ownership across to yourself. The fix is to own the account from the day it is opened.

What happens to my conversion data if I switch agencies?

It stays with the account, not with you. If a new account is built from scratch, bidding starts learning again from zero. In the four Bengaluru handovers we traced in 2026, that reset cost about six weeks of performance before results matched the old account.

Should I pay Google directly or let the agency bill me?

Pay Google directly where you can. Your card on the account means you see exact spend, you keep the payment profile if you change agencies, and you avoid a change of paying manager account at exit. Agency billing is simpler month to month and harder to leave.

Does this matter on a small monthly budget?

More, not less. A business spending Rs 25,000 a month cannot absorb a six week performance reset the way a large advertiser can. The smaller the budget, the more the conversion history you have already paid for is worth.
